The transfer of apprenticeship levy funds allows large employers to support the training and development of apprenticeships in smaller organisations that may not have the financial resource to fund apprenticeships themselves.  This initiative aims to increase the number of apprenticeships across different sectors and benefit smaller businesses by providing them with access to high-quality training opportunities.

The transferring employer can transfer levy funds to a business they know and decide which sectors, skills, or local areas they would like to fund.  Alternatively, they could choose to work with a skills or trade body or a local or combined authority to promote their pledge to transfer levy funding through a matchmaking service.
